Three tools, three jobs
A HELOC is a credit line. A home-equity loan is a closed-end second with a fixed payment. A cash-out refinance replaces the first mortgage entirely. The right one depends on your current rate, how much you need, and how long you will keep the house.
If your first mortgage is still in the threes or low fours, Kevin will usually try to leave it alone and look at a second-lien option instead of blowing up a great rate.
